Abstract: This research aims to identify the scope of TQM application problems faced by Dar Al Shifa Private Hospital in Abu Dhabi. The problems identified are the following: the extent of influence of the senior management; the extent of the impact of monetary and moral incentives; the impact of the training factor; the impact of employee participation; and the effectiveness of communication between senior management and employees on the implementation of the concept of TQM. These problems are identified by Pareto chart, that; guides a team to focus on problems that offer the greatest potential for improvement, by showing different issues' relative frequency or size in a descending bar graph, which highlights the issues' cumulative impact. Teams may be able to focus on an issue that could have the greatest impact if solved or improved. In order to achieve the objectives of the research, the researcher categorised the nine issues to five different root causes that have a negative impact on the implementation of total quality management (TQM) requirements in the healthcare sector.

Keywords: total quality management; TQM; personnel; Pareto chart; hospitals; training factor; employee participation; communication.
