Abstract: The use of electronic catalogue (e-catalogue) in public goods and services procurement is a solution to provide a more effective mechanism in the globalisation era. However, the uses of e-catalogue in the developing countries including Indonesia attract doubts and questions. This study aims at researching the implementation of e-catalogue in Indonesia, its strength, weakness, and its impacts towards the national goals. The study used qualitative research methods by analysing the data that had been gathered from the government and secondary data from the media. The study used the concept of economic vulnerability index to measure the Indonesian national economic goals and its relations with the e-catalogue. The study's findings show that the use of e-catalogue in Indonesia is a more effective, efficient and accountable mechanism than the traditional forms. Despite several limitations in the digital infrastructure, human resources, and security issues, e-catalogue is able to strengthen Indonesia's economic security.
