Title: The price registration system in centralised public procurement of ICT goods and services in Brazil

Abstract: This paper is based on a case study conducted in the Centralized Procurement Department of the Ministry of Economy in Brazil and provides empirical evidence of the advantages and disadvantages of an instrument for aggregated procurement known as the price registration system (SRP). The case study examined seven procurement processes for the acquisition of information and communication technology (ICT) goods and services conducted by the department in 2020 and identified cost reduction, the development of robust specifications and the elimination of duplicated tasks as some of the advantages of the SRP. In addition, the SRP provides greater flexibility for public bodies as they can enter into contracts according to their real demands and when the need emerges, using the registered prices. This paper also points out deficiencies of the SRP and indicates possible directions for improvement.
