Abstract: The main objective of this research project is to develop a method of analysis and diagnosis of the resilience potential of municipal organisations. The approach developed and the resulting recommendations allow medium and long-term decision-making for further action to improve the resilience potential. The analyses are based on criteria validated in collaboration with municipal managers and continuity program managers from a test municipality. The operational validation of this project has resulted in criteria that correspond to the disruption management of municipal managers. It focuses on the margin of manoeuvre, as well as knowledge, acceptance, planning, adaptation and anticipation as components of the resilience potential.
