Abstract: One of the major problems of today's TCP/IP network is the transmission system. If the bandwidth is full, we should use a new high-capacity transmission system. In the present paper, we put forward a method that besides the optimal use of available bandwidth, if the capacity is filled, the network will be automatically transferred to another network with higher bandwidth. In this regard, first design an adaptive PID controller to control the congestion for the existing network to get the most use of it. If the input data to the network is increased, more packets will be lost. Toward removing this problem through designing a supervisory and hybrid control system as well as considering the standard threshold limit for packets loss in each network, if this limit is exceeded, the existing network will be switched to a higher capacity network as it solves the problem of bandwidth and network quality.
