Abstract: The article proposes the concept of a green city from a composite perspective of east and west. Its core connotations include urban growth management under ecological constraints, green landscape style shaping and historical and cultural heritage protection. Taking Q city as an example, based on RS and GIS technology, and using green infrastructure evaluation methods to analyse the distribution of field, garden, mountain and water elements in Q city, the results show that the overall level of ecosystem service function is good, and the green elements are abundant and distributed extensive. The regional inequality of green elements is outstanding, manifested in the differences between the eastern and western regions and the administrative regions. Finally, based on the analysis of policy status and problems, it is believed that the current space policy formulation should focus on building a green factor system to achieve Q city 'dual screen entrainment', water network vertical and horizontal, urban and urban infrastructure sustainable development planning urban management.

Keywords: urban growth management; infrastructure planning; ecological security pattern; spatial policy.
