Abstract: This paper explores the history and current status of spectrum regulation in Morocco. The ANRT is described in details with a focus on its primary goals and activities followed by a discussion of the policies and the outcomes of the regulatory processes. The second part of the paper closely examines the administrative threats with regards to ANRTs independence and its policies of access competition and transparency. The paper also addresses the recent pressing issues of the state's surveillance and privacy. This paper concludes with a delineation of two possible scenarios: a utopian or dystopian future of the spectrum and access to digital platforms in Morocco.
