Abstract: Often the perspective of human capital is drawn with different colours: from its growing importance to the possibility of changing it with current technical and information management tools. This usually happens when analysing the human capital education and corporate problems in the context of companies and other activity-organising units. In this case, it is often forgotten that to the individuals of human capital which are discussed and to the real owners of capital stockholders the indicator of human capital content and measurement is the present value of receivable income. In the report, assumptions will be analysed and a model provided regarding how to appropriately foster the development of human capital in the context of knowledge society and knowledge economy on a country level and how to design a perceptive human capital strategy for Lithuania.

Keywords: economic growth; human capital education; strategic aspects; sustainable development; sustainability; Lithuania.
