Abstract: The traditional image of China as a producer of low-quality and mass-manufactured products still persists, but its increasing advancements in some high-tech sectors are trying to change this image. As a big developing country, China hopes to catch the opportunity of emerging digital communication technology by developing its own 3G system to stimulate sustainable social-economic development. However, the radical innovation in dominant design level is an integrated process across the value chain which requires the policy makers and indigenous latecomers an awareness of the innovation paradigm shift to meet the great challenge.
