Abstract: It is a challenge for Chinese higher vocational students to learn English. They often have low interest in English learning and spend little time on it. Also, their low English level has directly affected their career development. This paper suggests a solution, which is to provide an effective English learning environment for students by using a mobile English learning system. This article proposes a framework for designing the mobile English learning system, discusses how to design interactive mechanisms for users, and presents examples of tools and games for learning English. The system provides a comprehensive English learning environment by applying emerging technologies. The system was tried out with 15 students in an experiment. The result shows that the system is useful for them to learn English and majority of the students engage with the designed learning activities in the system. They also provided some suggestions for further improving the design of the system.
