Telecommunications: a political cha1lenge for the European Community

Abstract: This paper describes the Commission of the European Communities' recently published Green Paper on the development of the common market for telecommunications services and equipment, which seeks to establish the broadest possible consensus on regulatory issues so as to forestall possible divergences. The Commission is looking towards greater competition and maximum unrestricted use of the telecommunications networks while at the same time aiming to preserve and develop the network infrastructure. In telecommunications, crucial policy decisions will soon have to be taken which will shape the economic development of the European Community in the coming decades. It is vital to strike the correct balance between market forces, the role of government, the framing of industrial policy, and job creation.
