Integrated regional risk assessment: the situation in Switzerland

Abstract: In 1991, new regulations and ordinances concerning 'protection against incidents' came into effect in Switzerland. The Federal Office for Environment, Forests and Landscape (BUWAL) published guidance rules (Handbooks I-III) defining the risk methodology to be followed. Recognising the need for an integrated approach to risk management, a joint project, Polyproject on Risk and Safety of Technical Systems, was launched in 1992 at the Swiss Federal Institute of Technology, Zurich, with the aim of studying these problems. This paper describes a framework for the analysis of emissions, and presents a methodology for assessing the risk of the transportation of dangerous goods by road and rail in Switzerland.
