Abstract: Balance Scorecard (BSC) ensures the convergence of an organisation|s resources in strategy implementation, and in most cases helps in tuning the strategy current in an optimal status. A major challenge in applying BSC is to identify the key performance indicators (KPI), and to be efficient in responding to environmental changes. Proper determination of KPI in an efficient and effective way would be the critical success factor in adopting BSC, and consequently the achievement of corporate mission and goals. This paper innovatively proposes AHP as the effective and efficient method in identifying the key performance indicators when attempting to adopt BSC. This paper then takes a hospital as an example of adopting the AHP to show the appropriateness of such an application. The result bares the critical factors of the hospital performance and the appropriateness of proposed actions perceived by management. Similar procedures with competitors may help to obtain a better insight of the competition.
