Abstract: It is difficult to disagree with the two papers presented. In my perception, there is a clear-cut dividing line in Europe, between the North and the South, and there is a complex set of factors behind these differences between the North and the South. Looking beyond Europe, I suspect that a majority of countries share the individualistic features of the South, and that the political patterns characterising the North are an exception rather then a rule in a global perspective.
