Abstract: The implementation of energy and environmental policies should be realised at a regional or local level. The city is a natural institutional decision unit. The involvement of one identifiable decision-making authority at the urban level is of critical importance. To be able to show the potentials of such urban energy policies twelve cities have been invited to contribute to a cross-European urban energy guidebook. This is the CITIES project. This paper highlights the main items that could be extracted from the contributions delivered so far, and provides a general discussion of the various items such as energy supply systems and urban waste.
