Title: The restructuring process in the residential energy demand sector: different strategies for South Bohemia

Abstract: In addition to bilateral national cooperation between the Austrian and the Czechoslovakian government concerning energy policy, the genesis of small initiatives within the organisations of local authorities in the former CSFR is a innovative approach aimed at the solution of environmental problems associated with energy utilization. Given the slowly proceeding and partly inefficient bilateral negotiations these regionally orientated bottom-up activities appear to succeed in their aims more easily than the national energy programmes attempting a top-down restructuring process in energy demand.
