Abstract: Slovenia is a small territory with only about 2 million inhabitants. Therefore the statistical laws of economic behaviour are only of limited value. After the disintegration of Yugoslavia, trade with other parts of the former country has diminished, which partially happened to some other markets of Eastern Europe, too. The correlation between GNP and energy consumption has become totally unpredictable since the production capacities remained fully in operation despite a decrease in production. The mathematical models used seemed to be insufficient, so new methods had to be introduced in the research on future energy development.

Keywords: energy forecasts; policy changes; Slovenia; energy consumption; demand forecasting.
