Abstract: There have been many studies of the impact of CO2 emission fees on energy systems and of the cost of adapting energy systems to meet emission targets. This study takes an alternative approach. In view of the great uncertainty about whether or not emission reduction policies will be instituted, the CO2 issue has been treated as decision under uncertainty. This has been done to resemble the decision situation of an energy utility or an R&D funding agency. Results are presented for the Swedish energy system. The IEA-MARKAL model has been used for the analysis.
