Title: Cost of CO2 constrained energy policies in the countries of the European Community

Abstract: The relative cost of avoiding carbon dioxide emissions is one central consideration that policy makers might keep in mind when designing policies to deal with the greenhouse effect. One objective of the |Cost-effectiveness analysis of CO2 reduction options|, realized in the framework of the JOULE Programme of the Directorate-General for Science, Research and Development of the Commission of the European Communities, was precisely to provide estimates of least-cost trajectories or CO2 reduction cost curves for attaining different CO2 reduction targets in EC Member States. The methodology applied in this study, namely the cost-effectiveness analysis, identifies the least-cost choice of energy options among fuel switching, energy conservation in demand sectors, renewables, nuclear energy and efficient supply technologies. that allow CO2 reduction constraints to be met, as well as their relative costs.
