Abstract: Improving energy efficiency is widely promoted as the most effective means of meeting a wide range of energy and environmental policy goals. Yet EU policy to promote it has foundered, with few significant measures yet implemented. Is there a valid role for EU energy efficiency policy, and how should it relate to national initiatives? What have been the obstacles in the past, and are current proposals on integrated resource planning and new efficiency standards likely to fare any better?
