Abstract: The experiences of all the countries in transition from so-called centrally planned economies to market conditions show that impediments to the formulation of economic and energy policies are not coming only from the internal activities of each transition country, but also from unexpected external influences. The Polish Ministry for Central Planning has in the last year provided analyses, which aim to find out the answers to general questions in this area. This paper reports the first results of these researches.
