Abstract: The paper summarises some fundamental dilemmas and imperfections of CEE, with respect to individual motivation and self-study, etc. Institutional measures, and centralised organisation and financing, do not always bring good results in CEE. The paper also presents a brief description of the system of CEE in Czechoslovakia, the role of the Czechoslovak engineering society, and some new trends in CEE in Czechoslovakia arising from the democratic changes since November 1989.
