Abstract: This paper argues that there must be much more structure in the career development of technical staff and much greater international mutual learning. In particular, a framework is presented for an International Modular Masters degree to be implemented under the aegis of the International Association for Continuing Engineering Education. In order to illustrate the importance of these approaches, the key findings are presented from an international Anglo-Japanese research project. This project was based on the Institution of Electrical Engineers| Professional Development Record, which the author had responsibility for-originally suggesting, helping to design, pilot and launch.
