Abstract: The Framework Convention on Climate Change is an important landmark in the world|s effort to reduce the risk of climate change due to pollution. The core objective of the Convention is to |prevent dangerous anthropogenic interference with climate|. Current scientific understanding of what constitutes a tolerable rate and magnitude of climate change indicates that to meet this objective deep cuts in emissions of key greenhouse gases are needed. However, commitments made under the Convention will do little to control the growth in worldwide emissions of greenhouse gases and to reduce the threat of climate change. Over the next year, the challenge will be to translate the weak commitments under the Convention into concrete action.
