Abstract: This paper proposes a model for enhancing collaboration and innovation between universities in the MENA region and developed countries. It highlights the importance of leadership and staff training programs to build innovation capacity, foster creativity, and manage institutional change. The study emphasises the role of networks like Global University Network for Innovation (GUNi) in facilitating global knowledge exchange and addresses barriers such as language, financial limitations, and resistance to change. Through qualitative methods, including case studies and expert interviews, the paper identifies strategies and challenges for implementing joint programs, research, and digital transformation. Recommendations focus on leadership development, micro-credentials, and inclusive partnerships for future-oriented higher education.
