Abstract: This paper mainly studied the effectiveness of the river chief system (RCS) in Jiangsu Province. Based on the basic tasks of river and lake treatment and the mechanism of social public participation, a set of evaluation systems consisting of 7 criteria layers and 32 indicators was constructed. The DEMATEL-CRITIC-TOPSIS comprehensive evaluation model was adopted. This paper evaluated and analysed the implementation effect of the RCS in Jiangsu Province from 2017 to 2022. The results show that: the DEMATELCRITIC-TOPSIS model can effectively assess the implementation effect of the RCS. The overall impact of the RCS in Jiangsu Province has reached a good level, and there is still a lot of room for progress. The analysis showed that the overall trend of changes in Jiangsu's RCS work from 2017 to 2022 was an upward one, which was consistent with the actual situation and reflected the applicability of the model.
