Abstract: The fourth industrial revolution represents greater interconnection of systems and process automation. Acquiring, transforming, storing and visualising the variables of an industrial plant to act assertively has become increasingly necessary. Therefore, this article seeks to answer how the best resources for developing a supervisory system can be defined. To this end, a survey of the entire choice of technologies was carried out, identifying a better set of technologies and applying a multi-criteria decision method to choose these technologies. The results of the application showed promise using a Python programming language, Django framework, non-relational database and programmable logic controller with MQTT (queue telemetry transport). Therefore, multi-criteria decision techniques can be applied to make better choices in the development of a supervisory system, ensuring scalability and assertiveness.

Keywords: digital transformation; analytic hierarchy process; AHP; SCADA; supervisory system; multi-criteria decision making.
