Title: A quantitative model to evaluate the readiness of an institution to become an entrepreneurial university

Abstract: The proposed model in this paper for measuring the ability of second-generation institutions to become third-generation universities has been presented and evaluated based on the opinions of experts in the field of university entrepreneurship. In terms of data collection, it is descriptive research that has been conducted after extensive study of theoretical foundations and identifying the main factors and components. The online questionnaires were distributed in universities across the country and in different strata of universities and the answers were collected and analysed. The obtained results show that 12 internal and external factors are effective in creating and strengthening 69 indicators. The main effective and indexing components in transforming the university into an entrepreneurial university are categorised into six sections: internal and external structural components, internal and external content components, and internal and external contextual components. The proposed model and the prioritisation of its components have been implemented and evaluated.
