Title: A systematic review of technological innovation and e-government on public management reforms in developing countries

Abstract: The use of technology and agile methodological approach in public management reforms has enhanced public value creation and e-governance which in turn, enriches public policies and consolidates institutional efficiency and transparency in developing countries. Building on the technological acceptance model (TAM) and new public management (NPM) model, this study used systematic literature to explore the extant scholarly works on e-government, technological innovation, and public management reforms in developing countries, a less researched field. Methodologically, the study employed content and comparative analyses to review 151 peer-reviewed articles between 2000 and 2019. Findings shows technological innovation and e-government significantly accelerate public management reforms. Moreover, results demonstrate that Africa and Asia adopt public management reforms and e-government because they create efficiency in public sector by reducing bureaucratic tendencies and management malpractices. Moreso, Europe and America adopted technological innovation to enhance public policy by strengthening institutional leadership, public management reforms and augmenting public value addition.
