Title: Motives of local people to (not) become entrepreneurs? Evidence from Agats-Asmat, Indonesia

Abstract: People consider lack of education as the main constraint of entrepreneur percentages growth in Agats-Asmat, Papua, Indonesia specifically among local people. However, it is an incorrect understanding. This article will prove that systematic approach is insufficient to increase the Human Development Index (HDI) in Agats-Asmat, Papua, Indonesia especially in terms of the number of local entrepreneurs. This qualitative method article discovered that local culture, social capital, community context and unsustainable system are the major constraints to increase the entrepreneurial practice among local people. This study argued previous literatures which stated education is the most substantial aspect in increasing HDI. This article will also present the extended approaches in order to improve people's willingness to be entrepreneurs, followed by the supporting programs proposal for future entrepreneurs in Agats-Asmat. Lastly, the emerging of women entrepreneurs will be delivered as one of powerful strategies to enhance entrepreneurial practices in Agats-Asmat.
