Abstract: Based on the classical notions of knowledge transfer, representation, and semiotics, a framework for understanding the potential of the Semantic Web for Mobile Applications is presented. In doing so, the framework integrates the quality concerns relevant to each semiotic level to its representation. The technological possibilities for a representation at each semiotic level are introduced and analysed. To deal with the quality concerns of a representation in a concrete manner, each semiotic level is assigned one or more quality attributes. The means for addressing these quality attributes in a feasible manner are given. The scope of the framework is discussed.
