By taking a strategic approach, strategic roles of RTM in activities of RTOs with a four-stage evolutionary model in a continuum from a completely neutral and passive position to an active and highly influential position is analysable. Hence in this paper, the evolution and development stages of the strategic roles of RTM and characteristics of each stage are discussed. Then, the essentials to move towards development stages of RTM are described and suggestions on managing the required changes are presented. Finally, managerial implications for the managers of RTOs who aim to move to the fourth stage of the evolution of RTM are discussed.
