Abstract: This paper explores the nuanced role of social capital in the villages of Biranarsinghpur, Chandanpur and Dologobinapur, in Odisha's Puri district, during and after the impact of Cyclone Fani in 2019. Examining the interplay between bonding, bridging, and linking social capital, the study reveals how these dynamics evolve during different stages of disaster recovery. Emphasising social capital as a pivotal tool for disaster recovery, the paper delves into the significant role of social connections and networks. By employing a mixed-methods approach, the research captures the complex experiences and viewpoints of people living in these villages using qualitative interviews and quantitative surveys with a sample size of 200 participants. The approach that has been adopted is based on the work of a few researchers who have studied similar disasters, such as Hurricanes, Nepal Earthquakes, etc. By incorporating focus group discussions, in-depth interviews, and advanced analytical tools, the findings reveal that individuals with strong social connections and networks were able to access resources and support more easily, leading to a faster recovery process. The depletion of linking social capital underscores the urgency for a comprehensive, long-term framework and strategic interventions like a unified guideline or framework to be framed and adopted in similar scenarios.
