Abstract: What do we mean by biological innovation? The focus on the technologies of gene splicing leads us to ask the following questions: 1) are the things that technology now enables us to do qualitatively different from what has gone before? 2) What are the implications and likely outcomes of those innovations? 3) Who makes the decisions concerning these innovations? Another aspect concerns the issue of whether biological innovation will ||save|| or ||destroy|| us. These notes report on such issues from a recent roundtable discussion.

Keywords: biological innovation; biotechnology.
