Abstract: Cities that can improve their environmental performance will benefit from having a healthier, more productive populace that enjoys a better quality of life. This study attempts to answer the question of how to create a 'smart' sustainable city through developing a culture of sustainability from a waste management perspective. With this concept in mind, a waste reduction model is theorised. The model is tested with the data obtained from Guam with the aim of helping Guamanian develop better environmental friendlier lifestyle. The results show that the more users reach the media with sustainability message, the more impact on their pro-environmental behaviour. It is suggested that the Guam authority should better utilise the media to educate the public such as designing a better media campaign to promote environmentally friendly custom.
