Abstract: The research intends to explore the extent of the implementation of performance management and measurement system (PMMS), via balanced scorecard (BSC) approach, within the public sector of Brunei Darussalam. The study has presented details of the characteristics of the strategic responses made by government departments toward PMMS and importantly the contextual conditions that led to their presence and differences. Despite being under the purview of one public sector organisation, the varying responses are still possible. The study mainly contributes to the recent understanding of decoupling by illustrating it as a process that emerges from working out institutional process and role play by the organisational actor. The dynamic of the strategic responses found embedded in the present context has yet to be explored extensively in the literature to date.
