Title: Requirements capture and analysis: the project manager's dilemma

Abstract: This paper is concerned with the goal of all project managers: that of achieving maximum quality with minimum resources. For managers of the requirements capture and analysis phase of a project this is particularly difficult because of the inherent uncertainties and the iterative nature of the process. A survey was undertaken, of 107 projects, to examine the influence of factors relating to project team members, users| attitudes and project management on the ability of project managers to achieve their goal. The results show a relationship between these factors and the time, cost and effort required for the project. The analysis of this relationship is used to suggest possible strategies project managers could adopt in different scenarios. These are: the |quality first| scenario; the |limited resources| scenario; and the |let|s finish it no matter what| scenario.
