Abstract: This paper attempts to view and interpret state interventionism in the development of tourism from the perspective of developing host-countries with a special emphasis on the Greek case. Particularly, tourism development in Greece provides a typical example of the general framework of the tourism policy having been followed by the majority of the European Union host-countries after World War II. The case of the financing policy in Greece as a means of forming the necessary hotel capital is related to establish its tourism product in the global market and use tourism for the development of its socio-economically depressed areas.

Keywords: state intervention; hotel capital formation; Greece; investment incentives; tourism policy; tourism development; financing policy; socio-economically depressed areas.
