Abstract: The article develops organisational and mathematical modelling methods to study the problems of building and functioning of the International Carpathian Recreational Innovation System (ICRIS). This problem is because the Carpathian Euroregion, despite its solid recreational potential, has problems with the quality and quantity of recreational infrastructure and services and their innovativeness. This Carpathian Euroregion also has shortcomings regarding the efficiency of recreational activities in general. Under these conditions, various forms of international innovation activity (IIA) should be used, and joint research and development work should be carried out, as the Euroregion has many universities and colleges with a wide range of training. On this basis, we propose to create socio-economic conditions and incentives for the intensification of IDIs and entrepreneurship in the recreational sector of the Carpathians, as well as to create ICRIS as the Carpathian network of recreational innovation systems (RIS).
