Abstract: The business model concept greatly contributes to effective and efficient management and has become important for the public sector in light of the rapid changes in its environment. However, the development of business models is still a novelty to public managers and current research lacks conceptual sophistication calling for in-depth studies. Based on an analysis of public business model frameworks, this study provides an integrated public business model framework, specifying the concept for public management. The study simplifies public business models conveying a comprehensive picture that may serve as a reference point for researchers and practitioners.
