Strategic workforce planning for Thailand public sector

Abstract: The paper aims to provide policy recommendations to the reform committee to improve the effectiveness and efficiency of public sector workforce. A mixed research method was employed. The four-step strategic workforce planning framework, two public agencies were voluntarily and purposively selected for quick-win proposal for the reform. First, the author reviewed and investigated current situation and measures in strategic workforce planning in previous administrative reform in Thai public sector. Second, focus group meetings with agencies executives and related personnel were conducted with the set of questionnaire. A competency test was developed based on the Office of the Civil Service Commission requirements to evaluate every personnel in two agencies. The results revealed that the strategic workforce planning has been continuously developed for over seven years, but the implementation has falling behind. A major redesign of the competency measure and personnel database is essential to successfully bring about the fundamental change for the future reform.
