Abstract: Drinking Water Regional Company (Perusahaan Daerah Air Minum or PDAM) is owned and controlled by local governments. PDAM faces a number of problems in Indonesia, including the West Java Province. Two major problems exist, which are internal technical and external strategic concerns.
