The role of universities in the development of innovation systems

Abstract: The main aim of this paper is to analyse the transformation of Russian technical universities into innovation actors and their role in the development of innovation systems in the period of Knowledge-Based Economy (KBE) formation. The main features of innovative university are recognised. The system of intellectual capital management in Russian universities is proposed. The authors' model of intellectual capital circulation is described.
