Abstract: A VANET allows vehicles to share information to improve on-road safety. The critical role of the network necessitates vehicle authentication. However, the dynamic membership makes the authentication process challenging. This paper proposes a novel integrated authentication and membership management framework that enables scalability, sustains integrity and privacy, and reduces the overhead. Our system employs a Certificate Authority (CA) to authenticate vehicles. Upon admission, a new vehicle will be given a temporary key that only allows it to report data without receiving the data of other network nodes. Based on the correctness of the data provided by a new vehicle, it becomes a full member and receives data as well. A lightweight and scalable key management scheme is employed to facilitate changing the session key and the eviction of misbehaving nodes. To increase efficiency and overcome intermittent connectivity to the CA, we employ some of the existing vehicles as certified endorsers.
