Abstract: In developing countries, conservation of historical assets only with architectural interventions and actions is not possible unless this process is supported by a comprehensive urban planning system as growing cities create a pressure on these assets. The necessity to take conservation actions within a comprehensive perspective is emphasised in this article. Also, an applicable and flexible approach called 'public project area' is introduced. Main aim of the approach is to execute all stages of planning process under control. It is emphasised that conservation of registered urban site areas will not be succeed only with partial physical arrangements but also these efforts have to be integrated with comprehensive urban plans. Projects and design actions within the 'public project areas' are seen as best tool for integrate urban planning efforts and architectural design within the conservation process especially for developing countries such as Turkey.
