Performance measurement of French incubators

Abstract: Assessing the performance of incubators is a major challenge for public authorities, entrepreneurs and incubator managers. The literature reveals that although many studies have focused on incubator performance most are based on the perspective of only one of these stakeholders. Our objective is to propose a performance measurement tool that involves all stakeholders. This qualitative study is based on interviews with French policymakers, entrepreneurs and incubator managers and uses a balanced scorecard approach.
