A hybrid selection method on information system development projects

Abstract: As a critical management activity, project selection must be based on critical success factors; however, finding these factors within a project context is a challenge. The present study introduces a framework with five dimensions of financial, organisational, time, product and innovation to classify criteria by promoting the project management triangle. Furthermore, in order to select information system projects, we propose a hybrid method consisting of two components; one utilises the fuzzy concept for dealing with the uncertainty of the selection problem, called the fuzzy evaluation which presents a fuzzy expert system with five fuzzy subsystems. The second component concerns a ranking technique that is an integration of the technique for order of preference by similarity to ideal solution and analytical hierarchical process ranking method. Finally, the proposed method is examined on an information system development company (TOSAN Company) and its results are compared with the reality.
