A stepwise approach to achieve sustainable services to low income areas, the experience of a private operator

Abstract: Implementation of the Human Right to Water and Sanitation is a crucial issue for all actors involved in the provision of these services. Water utilities are at the heart of this process, and are challenged to provide sustainable solutions. This paper, by analysing three case studies that demonstrate the know-how of several utilities, will present the main lessons learned, in particular the need to adapt to the local context and the requirement to design a befitting governance system. To achieve these, a stepwise, indigenous process is the better way to proceed than trying to copy-paste solutions from elsewhere. The process starts with the creation of a dedicated team within the utility that can ensure coordination of the actions; the implementation of a thorough diagnosis of the local situation on water and sanitation provision to slum areas; and finally the joint development by stakeholders of the sustainable solution that provides a win-win for all.
