Abstract: The aim of this study is to identify the impact of operations competitive capabilities on the efficiency of mobile phone service providers in the Middle East region. Twenty-seven service providers out of 31 from all countries expect Syria were surveyed. The data were collected from the published annual reports, corporations' websites and other professional corporations' websites. The technical efficiency was measured by using DEA input-oriented (CCR) model for each corporation in each country. Two analysis approaches were used to identify the relationship between variables. Cross countries analysis and within country analysis. This study revealed that the significant operations competitive capabilities across countries were number of offers, number of basic services and service accessibility. Some countries were closer than others in term of the impact of operations capabilities on the efficiency as revealed by within country analysis. This is the first study which examines the impact of operations competitive capability on the efficiency of mobile phone service providers in the Middle East region by using two different analysis approaches.
