Abstract: Based on the findings of our paper ''Measuring the Technological Development of the Textiles and Clothing Industry in Hong Kong – Evaluation of Key indicators'' at Vol. 5, No. 1, pp.56–89 of this journal (Ho et al., 2004), this paper validated the existence and importance of five key indicators through personal interview with field experts and an industrial survey. Either the input or output data can affect the importance and performance of each key indicator. We also successfully analysed all input and output data of five key indicators relating to the three ''technometric'' performance attributes – product, process and service. The outcome of this study will influence the ''technometric'' model to be built to measure the technological development of the Textiles and Clothing (T&C) industry in Hong Kong, Italy and the USA. In this paper, we attempted to construct a ''technometric'' model of measuring technological change of the Textiles and Clothing industry with respect to product, process and service. The proposed model will be used to link with the government policy made in the T&C industry in a later stage of the study.
